‎3.1.1 Prior to the start of a jam, Blockers line up behind the Pivots and ahead of the Jammers. They play a key role in determining the position of the pack and keeping the pack formed. Blockers never score points. Only the Pivot Blocker may become eligible to score points, according to the specifications in Section 3.5 Passing the Star.

Today's rule explains the difference between the Pivot and non-Pivot Blockers. There are three main differences.

1) The Pivot may receive a star pass. The transfer of the Jammer position is possible only to the Pivot, and no other Blocker.

2) The Pivot may start on the Pivot line. Blockers may not do so, and will receive a false start penalty if they do. If a Pivot starts on the Pivot line and a non-Pivot Blocker starts with her hips in front of the Pivot's hips, the Blocker will receive a false start penalty.

3) The Pivot is a "go to" person when a penalty is issued to a team and the offending skater can't be identified, such as when a jam is called off for too many skaters and the last skater on the track is unclear.

In all other ways a Pivot is just a Blocker and is subject to all the same rules as Blockers.
